危险货物多式联运创新发展策略研究

Strategy Research of Innovative Development of Multimodal Transport of Dangerous Goods

随着经济全球化和供应链一体化的发展,危险货物供应链延伸至全球范围,多式联运模式逐步显现优势。结合危险货物多式联运发展现状,提出我国危险货物多式联运存在运输管理结构不完善、运输标准体系不健全、运输网络体系不完善、化工园区运输配套设施滞后、事故应急救援机制落后、多种运输方式衔接不畅等问题,针对存在的问题从危险货物运输组织创新、危险货物物联网集成应用创新、多业融合集聚发展创新、危险货物信息平台综合开发创新、危险货物服务业态创新5个方面提出危险货物多式联运创新发展措施。

With economic globalization and supply chain integration,dangerous goods are transported all over the world,in which the pros of multimodal transport unveil.In reference to the status of the multimodal transport of dangerous goods in China,the paper identifies the problems to be resolved in the management structure,standard building,transport network,supporting facilities in chemical industrial parks,emergency response mechanism as well as transport interface.The paper then puts forward measures to boost the innovative development of multimodal transport of dangerous goods from five aspects,namely transport organization,IoT integration and application,multi-industry fusion,development of information platform,as well as service format.
