摘要 应急救援组织在重载铁路运输的救灾、减灾过程中发挥着至关重要的作用,应急救援组织能力是保证重载铁路安全生产、提高运营效益的必然要求,是重载铁路安全管理能力的具体反映。通过深入分析我国重载铁路应急救援组织的现状和特点,基于重载铁路应急救援的全过程,研究建立了重载铁路应急救援组织的整体架构,涉及重载铁路应急救援事前、事中、事后的13项关键组织技术。针对应急救援体制机制保障、应急救援法规预案保障、应急救援组织指挥保障、应急救援人员队伍保障、应急救援装备物资保障、应急救援经费投入保障等方面内容,进行了全面的阐述。 Emergency rescue organization plays a vital role in the course of disaster relief and disaster reduction of heavy-haul railway transportation.The ability of emergency rescue organization is a necessary requirements to ensure the safe production and improve the operation efficiency of heavy-haul railway,it is also a reflection of safety management ability of the heavy-haul railway.Established a whole structure of the emergency rescue organization of heavy-haul railway through an in-depth analysis of the status,characteristics and whole process of China’s heavy-haul railway emergency rescue organization.It involves 13 key techniques for before,during and after the event of emergency rescue organization,including the guarantee of emergency rescue system,mechanism,regulations,organizational command,rescue team,equipment,supplies,funding,etc.
