摘要
RCEP协议的签署,将为粤港澳大湾区市场一体化、产业链一体化、区域协同创新以及制度协调发展等方面带来新的机遇。大湾区经济基础雄厚,开放型经济优势明显;城市间产业优势突出,互补性强;基础设施完善,物流能力国际领先;粤港澳三地经贸地位差异显著,合作空间大,具备一体化发展的良好现实基础。在RCEP框架下,大湾区应消除区内壁垒,持续推进市场一体化;发挥港澳的独特优势,积极参与区域产业链重构;整合国际创新资源,深化区域创新合作;对标RCEP协议,加快实现制度的衔接与协调,实现一体化发展。
The RCEP agreement will bring new opportunities for market integration,industrial chain integration,regional collaborative innovation and coordinated institutional development in the Guangdong-Hong Kong-Macao Greater Bay Region.The Greater Bay Area enjoys solid economic foundation and distinct advantages in its open economy.Cities have prominent industrial advantages and strong complementarity;Complete infrastructure,international leading logistics capacity;Guangdong,Hong Kong and Macao,with significant differences in economic and trade status and large space for cooperation,have a sound practical foundation for integrated development.Under the RCEP framework,the Greater Bay Area should remove regional barriers and continue to promote market integration.To give full play to the unique advantages of Hong Kong and Macao and actively participate in the restructuring of regional industrial chains;Integrate international innovation resources and deepen regional innovation cooperation;The RCEP agreement should be benchmarked to accelerate the convergence and coordination of institutions and achieve integrated development.
