“十三五”期间,河南深入实施创新驱动发展战略,聚焦“四个一批”汇聚创新资源,推进“四个融合”开展协同创新,创新体制机制,不断激发了创新创业创造活力。然而,基础研究投入较小、创新主体实力不强、创新载体平台较弱等突出短板,使河南推动创新发展面临“低端锁定”、东部发达地区“虹吸效应”和中部省份本地“黏性效应”、市场主体创新压力大等挑战。“十四五”时期,河南应抓住构建新发展格局带来的产业链创新链提质升级、黄河流域生态保护和高质量发展战略、中央支持郑州建设国家中心城市等机遇,加强基础研究,布局建设一批重大科技基础设施;壮大创新主体,梯次培优做强创新引领型企业群体;集聚科技人才,培育引进一流创新型人才团队;优化创新布局,推动区域间重大创新载体协同联动发展强化;强化协同创新,推动核心技术攻关和产业化;强化体制机制改革,持续优化创新氛围和营商环境,高质量推动创新发展。

During the 13th Five-Year Plan period,Henan deeply implemented the innovation-driven development strategy,focusing on the"four batch"pooling innovation resources,promoting the"four integration"to carry out collaborative innovation,innovating systems and mechanisms,and constantly stimulating the vitality of innovation,entrepreneurship and creation.However,due to the lack of investment in basic research,weak strength of innovation subjects and weak platform of innovation carriers,Henan is faced with the challenges of"low-end lock-in","siphon effect"of eastern developed regions and local"stickiness effect"of central provinces,and great innovation pressure of market subjects.During the 14th Five-year Plan period,Henan should seize the opportunities brought by the construction of new development pattern to improve the quality of industrial chain innovation and upgrading,the Yellow River basin ecological protection and high-quality development strategy,the central government support Zhengzhou to build a national central city,strengthen basic research,layout and construction of a number of major scientific and technological infrastructure.Strengthen innovation subjects and strengthen innovation-leading enterprise groups;Gather scientific and technological talents,cultivate and introduce first-class innovative talent team;We will optimize the layout of innovation and promote the coordinated development of major innovation carriers in different regions.We will strengthen collaborative innovation and promote core technology research and industrialization.We will strengthen institutional reform,continue to improve the climate for innovation and the business environment,and promote innovation-driven development with high quality.
