孟加拉土地私有制下的项目施工用地公共关系管理措施

Public relations management measures of construction land under private ownership of land in Bangladesh

孟加拉属“一带一路”沿线国家,由于社会依托条件差、土地私有化、政府机关工作效率低下,导致孟加拉单点系泊及双线管道工程EPC项目公共关系协调层面众多,难度巨大,特别是项目施工用地方面,协调非常困难,为此项目部专门成立公共关系部以妥善维护处理与私人地主、社区、政府的关系,以及协助业主进行征地工作。分析了项目所在地公共关系问题产生的原因,重点介绍了提升施工用地公共关系管理的几项措施,主要包括引入本土分包商、严格执行施工许可流程、提前筹划用地、重视现场数据采集、避免超范围用地、主动沟通和应对、防止超期占地等,以期为其他类似项目在孟加拉协调施工用地提供借鉴。

Bangladesh is belong to the countries along The Belt and Road Initiative.Due to poor social support,land privatization and low efficiency of government agencies,there are numerous levels of public relations coordination and difficulties in EPC project of Bangladesh Single Point Mooring and Double Pipe Line Project.Especially,there is extreme difficulty in coordinating construction land use.Therefore,the project public relations department has been established to properly maintain and deal with the relationship with private landlords,communities and government agencies,and to assist the owner in land acquisition.This paper analyzes the causes of the public relations problems at the project location and introduces several measures to improve the public relations management of the construction land use,which mainly include introducing local subcontractors,strictly implementing the construction permission process,planning land use in advance,paying attention to field data collection,avoiding excessive land use,taking initiative communication and response,and preventing overdue land use,so as to provide reference for other similar projects in coordinating construction land use in Bangladesh.
