海外EPC项目采办定位及功能管理探讨

Discussion on procurement positioning and functional management of oversea EPC projects

近年来,随着国家“一带一路”倡议的不断推广,我国石油、石化工程企业越来越多地参与国际工程项目的投资和建设,面对激烈的市场竞争,势必要求EPC承包商提高自身的项目管理水平以提升核心竞争力。结合海外项目经验,对于EPC架构下采办管理工作的定位以及职能管理的要求给出了一些思考和建议,以期为海外工程建设者提供借鉴和参考。

In recent years,more and more Chinese petroleum and petrochemical enterprises are involved in the investment and construction of international engineering projects and face the fierce market competition during the continuous promotion of the national"the Belt and Road Initiative".EPC contractors are bound to be required to improve their project management level for enhancing their core competitiveness.Combined with the authors'experience in overseas projects,some thoughts and suggestions on the positioning of procurement management and the requirements of functional management under EPC framework are put forward,with the purpose of providing some support and reference for colleagues engaged in overseas engineering construction.
