EPC项目供应商文件管理与控制探究

摘要 一个大型EPC项目会涉及众多的供应商,因此会有大量的供应商文件需收发和审核。在采购实践中,承包商需要指定专人负责供应商文件的管理和控制,使其高效有序地运行。结合项目实践,在简要介绍供应商文件管理重要性的基础上,详细论述供应商文件管理中存在的文件格式不规范、文件提交和升版拖沓、文件流转环节太多、供应商文件影响详细设计进展、供应商文件清单界定不明确等问题;重点阐述了供应商文件的管理和控制措施,包括建立供应商文件管理控制程序、尽早明确供应商文件清单、简化通信方案、定期督办文件、建立合同约定等。 A large EPC project will involve a large number of suppliers,so there will be a large number of supplier documents to receive and review.In the procurement practice,the contractor needs to designate a special person to be responsible for the management and control of the supplier's documents to make them run efficiently and orderly.Combined with the project practice and on the basis of briefly introducing the importance of supplier document management,this paper discusses in detail the problems existing in supplier document management,such as the non-standard file format,the delay of document submission and revision,too many links of document circulation,the influence of supplier documents on detailed design progress,and the unclear definition of supplier document list.Furthermore,this paper focuses on the management and control measures of supplier documents,including establishing the management and control procedure of supplier documents,clarifying the supplier document list as soon as possible,simplifying the communication scheme,regularly supervising the documents handling,and establishing the contract agreement,etc.
