摘要
在分析PPP项目工程变更内涵及其与传统项目工程变更的差异性的基础上,基于国内PPP项目工程变更大数据,分析PPP项目工程变更产生的原因,并按照PPP项目工程变更执行程序,依次分析工程变更前期工作、社会资本重新采购、工程变更建设承包商选定时的要点,最后提出PPP项目工程变更的防范对策,希望为PPP项目工程变更优化管理和PPP项目规范运作提供参考。
Based on the analysis of the connotation of PPP project engineering change and its differences with traditional project engineering change,the paper studies the reason of engineering change with the big data of domestic PPP project engineering change.According to the implementation procedure of engineering change,analyzes the key points of preliminary work,re-procurement of social capital,selection of construction contractor for engineering change,and proposes the prevention countermeasures,hopes to provide reference for the optimal management of engineering change of PPP project and the standardized operation of PPP project.
