摘要
经过多年探索,香港建立了由屋宇署发起、市区重建局支持、产权人实施的楼宇修复机制。政府推动下的"强制立法+资金支持"模式明确了产权人对楼宇修复的责任和义务,并针对不同修复项目、不同人群由政府给予补助、贷款和技术服务支援,保证了较高的产权人参与度。香港的做法对于内地建立老旧小区改造居民参与机制和资金共担机制等均具有借鉴意义。
After years of exploration,Hong Kong has established the rehabilitation mechanism initiated by Buildings Department,supported by Urban Renewal Authority and implemented by property owners.The “compulsory legislation + financial support” model promoted by the SAR government clarifies the responsibility and obligation of property owners to rehabilitation.The government provide subsidies,loan and technical services support to different restoration projects and different groups of people,ensuring high involvement of property owners.The experience of rehabilitation Hong Kong offers references to establishing residents’ involvement mechanism and fund sharing mechanism in Old Community Renewal in China's Mainland.
