摘要
农业再保险是农业大灾风险分散机制的核心。文章首先对我国农业再保险的发展历史进行梳理,之后进一步考察了美国、日本、西班牙和印度四国的农业再保险运作实践,分别就其组织形式、法律协议、运行模式以及运行效果进行分析。在借鉴国际经验和顺应中国国情的基础上,针对如何建设中国农业再保险体系,文章提出完善"政府引导、市场运作"的治理关系、弥补农业(再)保险专有立法和规章滞后的核心短板,细化"分保条件、差别化定价和财政补贴"的农业再保险操作以及构建"再保险+大灾风险基金+紧急预案"的大灾风险分层保障体系。
Agricultural reinsurance is the core of agricultural catastrophe risk dispersion mechanism.This paper firstly combs the operation of agricultural reinsurance in China,further investigates the operation mode of agricultural reinsurance in the United States,Japan,Spain and India,and at last analyzes its organizational form,legal agreement,operation mode and operation effect.On the basis of drawing lessons from international experience and conforming to China’s national conditions,aiming at constructing China’s agricultural reinsurance system,this paper puts forward the following agricultural reinsurance operations:improve the governance relationship between"government guidance and market operation";make up for the core weakness of the lagging legislation and regulations on agricultural(re)insurance;refine the agricultural reinsurance operations of"reinsurance conditions,differentiated pricing and fiscal subsidies";construct the stratified catastrophe guarantee system of"reinsurance+catastrophe risk fund+emergency plan".
