2013-2017年天津市中医药科技发展的情况分析

Analysis on Development of Traditional Chinese Medicine Science and Technology in Tianjin from 2013 to 2017

为了解天津市中医药科技创新体系的发展现状、存在问题和现实需求,分析完善中医药科技创新体系的需求与实施可行性,从天津市科技统计年鉴提取并分析2013—2017年天津市科技项目立项、财政投入、科技成果及转化等相关数据。分析结果显示,2013—2017年中医药类科技项目和财政投入经费占医药科学类的比例均不足50%,医药科技类和中医药类科技项目总体呈现上升趋势,财政投入总额在2015年时有所减少,之后呈逐年递增趋势。2013—2015年科技成果数量呈上升趋势,2015—2017年呈下降趋势。虽然医药科学类和中医药类成果数量均在2015年取得最大,但是中医药类成果占医药科学类的比例在2017年达到最大(46.15%)。天津市科技发展存在的问题主要体现在科研成果转化率低、理论和技术推广应用不足、对科技创新的投入不足。针对发现的问题提出加强科技项目监督管理,制定经费管理的监督评估制度,对科研经费的配置进行优化,促进中医药科研成果转化为生产力,加大科研平台建设的建议。

In order to understand the development status,existing problems and actual needs of the scientific and technological innovation system of traditional Chinese medicine in Tianjin,and analyze the needs and implementation feasibility of perfecting the scientific and technological innovation system of traditional Chinese medicine,the relevant data such as the approval of science and technology projects,financial investment,scientific and technological achievements and transformation in Tianjin from 2013 to 2017 were extracted and analyzed from the Tianjin Science and Technology Statistical Yearbook.The analysis results showed that from 2013 to 2017,the traditional Chinese medicine science and technology projects and financial investment accounted for less than 50%of medical sciences.Medical science and technology projects and traditional Chinese medicine science and technology projects showed an overall upward trend.The total financial investment decreased in 2015 and then increased year by year.The number of scientific and technological achievements showed an up-ward trend from 2013 to 2015 and a downward trend from 2015 to 2017.Although the number of achievements in medical science and traditional Chinese medicine was the largest in 2015,the proportion of achievements in traditional Chinese medi-cine in medical science reached the largest(46.15%)in 2017.The problems existing in the development of science and technology in Tianjin are mainly reflected in the low conversion rate of scientific research achievements,the insufficient popu-larization and application of theory and technology,and the insufficient investment in scientific and technological innovation.Several suggestions are put forward in response to the above issues:(1)Strengthening the supervision and management of science and technology projects;(2)Developing a supervision and evaluation system for fund management;(3)Optimizing the allocation of scientific research funds;(4)Promoting the transformation of scientific research achievements of tradi-tional Chinese medicine into productivity,and(5)Increasing the construction of scientific research platforms.
