随着科研经费“放管服”改革不断深化,“包干制”管理模式也在这样的时代背景下诞生。高校是我国展开各种科研项目以及学术研究的重要组织,对于进一步推动“包干制”的落实能够发挥出关键性的作用。近年来,我国对于各大高校在科研经费上的投入正在逐年增加,高校需要肩负的科研项目责任以及能够获取到的科研经费也正在呈现出逐年增长的发展趋势,作为一种承担科研项目研究和接受经费管理的重要单位,进一步推动科研经费的管理模式创新,以此来促进国家科研水平,高校具有义不容辞的责任。基于此,对“放管服”背景下,高校科研经费“包干制”管理模式的构建展开相应的探讨和研究,以供同行参考。

With the deepening of the reform of“release,management and service”of scientific research funds,the“lump sum system”management mode was born under this background.Colleges and universities are important organizations to carry out various scientific research projects and academic research in China.They can play a key role in further promoting the implementation of the“lump sum system”.In recent years,China’s investment in scientific research funds of major colleges and universities is increasing year by year.The responsibility of scientific research projects that colleges and universities need to shoulder and the scientific research funds that they can obtain are also showing an increasing trend year by year.As an important unit undertaking scientific research projects and accepting fund management,promoting the innovation of management mode of scientific research funds so as to promote the national scientific research level,colleges and universities have an unshirkable responsibility.Based on this,this paper carries out corresponding discussion and research on the construction of“lump sum system”management mode of scientific research funds in colleges and universities under the background of“release,management and service”,so as to provide reference for peers.
