突发公共卫生事件中我国个人信息保护制度研究

Study on China’s Personal Information Protection System in Public Health Emergencies

以突发公共卫生事件防控中个人信息处理实践为研究切入点,对我国突发公共卫生事件防控相关个人信息保护制度现状和实践趋势进行分析。研究发现我国依托于现行法律法规、部委规章、标准指南形成了突发公共卫生事件下个人信息保护措施,但仍需从制度体系、规制内容、信息主体控制权等方面进行完善。

Based on the personal information processing practice of pubilc health emergency epidemic prevention and control,the paper analyzes the current situation and practice trend of personal information protection system related to public health emergency prevention and control in China.The study finds that personal information protection measures under public health emergencies have been formed in China based on existing laws and regulations,ministerial regulations and standard guidelines.However,it still needs to be improved from the aspects of system,regulation content,control right of information subject,etc.
