后扶贫时代大庆杜尔伯特地区返贫阻断机制研究

Study on the Blocking Mechanism of Poverty Return in Daqing Durbert Area in the Post-poverty Alleviation Era

在国家精准扶贫政策的指引下,大庆杜尔伯特地区已完成了现行标准下贫困人口脱贫目标任务。进入后扶贫时代,该地区仍然存在贫困户造血能力低、贫困户参与产业扶贫动力不强等多种返贫风险。该文在分析大庆杜尔伯特地区扶贫工作返贫风险原因的基础上,从构建可持续扶贫机制、激发贫困户内生动力、增强乡镇产业造血功能、完善返贫监督预警机制等方面提出了构建大庆杜尔伯特地区返贫阻断长效机制的对策建议。

Under the guidance of the national targeted poverty alleviation policy,Daqing Durbert area has achieved the goal of poverty alleviation under the current standards.Entering the post-poverty alleviation era,there are still many risks of returning to poverty,such as low poor hematopoietic ability and poor motivation to participate in indus⁃trial poverty alleviation.Based on the analysis of the risk of poverty alleviation in the region,this paper puts forward countermeasures and suggestions for the Blocking Mechanism of Poverty Return in Daqing Durbert from building a sustainable poverty alleviation mechanism,stimulating the endogenous motivation of poor households,enhancing the hematopoietic function of township industries,and improving the supervision and early warning mechanism of return⁃ing to poverty.
