Analyses on the Development and Policy of Libya Petroleum Industry

从石油工业的历史沿革与政策变迁两个方面对利比亚石油工业发展进行梳理和分析,并将其划分为五个阶段:一是1969年9月革命前的奠基阶段;二是卡扎菲上台后的国有化阶段;三是20世纪末双重制裁下的曲折发展阶段;四是2003年制裁结束后的恢复发展阶段;五是2011年利比亚动乱至今的艰难发展阶段。系统回顾利比亚石油工业发展历程,总结其发展特点与经验,对利比亚战后经济发展前景进行了分析。

This article explores and analyzes the development of Libya petroleum industry from two aspects of historical process and policy changes,and divides its development into five stages:the first stage is the foundation phase before September revolution in 1969;the second stage is the nationalization period after Gaddafi came into power;the third stage refers to devious development period under double sanctions at the end of 20th century;the fourth stage is the redevelopment section after the end of sanctions in 2003;the last stage is the difficult period from the upheaval of Libya in 2011 to the present.This article systematically looks back the history of Libya petroleum industry development,summarizes its development characteristics and experiences,and finally analyzes the perspect of economic development in the Libya after war.
