Implementation Mechanism and Development Path for Improving the Full and Strict Governance of the Party and Enhancing the Efficiency of National Governance

党的集中统一领导是中国国家治理的最本质特征和最大优势。以习近平同志为核心的党中央不断加强党对国家治理的全面领导,中国国家治理“强党-强治”逻辑关系更加清晰。党的十八大以来,完善全面从严治党制度有效推进国家治理现代化逐步深入:一是政治建党明确国家治理方向;二是理论强党创新国家治理理念;三是制度治党不断完善国家治理体系;四是正风肃纪提升国家治理能力;五是法治型党组织建设引领国家治理法治化。持之以恒推动国家治理体系和治理能力现代化,将完善全面从严治党制度转化为国家治理效能。

The centralized and unified leadership of the Party is the most essential feature and the greatest advantage of China’s national governance. The CPC Central Committee with Comrade Xi Jinping as the core has continuously strengthened the Party’s overall leadership over the national governance, and the logical relationship of "Strong Party and Strong Governance" in China’s national governance has become clearer. Since the 18 th National Congress of the Communist Party of China, the improvement in the system of full and strict governance of the Party has effectively promoted the deepening of the modernization of national governance: first, political party building can stabilize the direction of national governance;second, theoretical strengthening of the Party is conducive to the innovation of national governance concepts;third, institutional governance of the Party contributes to continuous improvement of the national governance system;fourth, discipline and work style improvement can increase the national governance capability;fifth, party organization building on the rule-of-law basis can lead the rule of law in national governance. To promote the modernization of the national governance system and governance capabilities, we must persevere in the full and strict governance of the Party, and transform the institution of full and strict governance of the party into the effectiveness of national governance.
