统筹协调发展和安全是中国共产党治国理政,实现民族复兴,应对矛盾风险的制胜法宝。"统筹发展和安全"充分体现了以习近平同志为核心的党中央对高质量发展、高水平国家安全的高度重视以及对二者蕴含规律的深刻把握,标志着我们党对发展和安全关系认识的进一步深化。党的十九届五中全会以及十三届全国人大四次会议对新时期建设更高水平平安中国的战略任务进行了全面系统部署。全党和全国人民要深化理解认知统筹协调发展和安全的意义、挑战与应对举措。新阶段需要加强国家安全体系和能力建设,强化粮食、能源、金融等领域安全保障,全面提高公共安全保障能力,维护社会安全稳定。建设更高水平的平安中国,既要通晓知悉其形势与任务,也要深入理解"为什么"和"如何做"背后的学理逻辑以及系统治理要求,以形成维护国家安全、建构新发展格局的澎湃社会合力。

Coordinating development and security,an institutional advantage of the Communist Party of China in national governance,fully embodies the CPC Central Committee’s emphasis on high quality development and high-level national security and a profound understanding of the laws,and symbolizes its further perception of the relationship between development and security.The Fifth Plenary Session of the 19 th CPC Central Committee and the Fourth Session of the 13 th National People’s Congress made a systematic design of the strategic task of building a peaceful China on a higher level in the new era.For this coordinating task,China should enhance national security and build security capacity,ensure security in food,energy,finance and other fields,improve public security,and maintain social security and stability.China should also understand the situation and tasks facing it and the theoretical logic and requirements to make concerted efforts to maintain national security and build a new development pattern.
