乡镇社区网格化治理的实践路径研究——以镇江为考察中心

Study on the Practical Path of Grid Governance of Township Community--Taking Zhenjiang as the Investigation Center

网格化治理是新时期基层社会治理的话语表征和典型范式。本文首先阐述了乡镇社区网格化治理的价值意蕴。接着,以镇江为考察中心,对乡镇社区网格治理的现实样态进行分析,发现乡镇社区网格化治理在服务管理体系、工作制度建设、现代技术运用和长效治理机制方面面临一定的瓶颈制约。最后,立足网格化治理视角,从完善乡镇社区服务管理体系、强化乡镇社区管理制度、提升乡镇社区技术应用能力和创新乡镇社区治理体制机制方面,提出乡镇社区网格化治理的实践路径,以完善乡镇社区治理体系,推动乡镇社区网格化治理的规范化、制度化运行。

Grid governance is the discourse representation and typical paradigm of grass-roots social governance in the new era.This paper firstly expounds the value implication of the grid governance of township communities.Then,taking Zhenjiang as the research center,this paper analyzes the reality of the grid governance of township communities,and finds that the grid governance of township communities faces certain bottleneck constraints in the aspects of service management system,work system construction,modern technology application and long-term governance mechanism.Finally,based on grid management perspective,it puts forward the practice path of township and village community grids management,in order to improve the township community governance system,promote the standardized and institutionalized operation of township community grids management from the perspectives of perfecting township community service management system,strengthening the community management system,promoting township community technology application ability and innovating system of township community governance mechanism.
