政治生态视野中的党内“圈子”:内涵、危害及组织治理

Inner Party“Circle”from the Perspective of Political Ecology:Connotation,Harm and Organizational Governance

党内“圈子”与党内政治生态两者之间的关系是非正式组织与正式组织的关系,从组织治理视角,以基本组织网络、层级格局、外在掩饰三个层面解剖党内“圈子”的组织结构及其与党内政治生态的关系,可以发现党内“圈子”的组织治理必须诉诸组织形成路径的切断。一要筑牢权力笼子,铲除党内“圈子”基本组织网络形成所需的权力驱动;二要紧紧抓住关键少数,消解固化党内“圈子”的等级格局;三要构建“理想信念圈”,扫除党内“圈子”的虚假外衣。从“理想信念—制度—关键少数”的治理路径出发,达到党内圈子的“结构阻断”与“外在消弭”,铲除污染源,营造风清气正的党内政治生态。

The relationship between inner-Party“circle”and inner-Party political ecology is the relationship between informal organizations and formal organizations.From the perspective of organizational governance,this paper dissects the organizational structure of the inner-Party"circle"and its relationship with the inner-Party political ecology from the three levels of basic organizational network,hierarchical pattern and external cover.It can be found that the organizational governance of the inner-Party"circle"must resort to the cut-off of the organizational formation path.First,we should build a power cage and eradicate the power drive required for the formation of the basic organizational network of the inner-Party"circle";Second,we should firmly grasp the key minority,eliminate and solidify the hierarchical pattern of the inner-Party"circle";Third,we should build a"circle of ideals and beliefs"and eliminate the false cloak of the"circle"within the Party.Starting from the governance path of"ideal and belief-system-key minority",achieve the"structural blocking"and"external elimination"of the inner-Party circle,eradicate pollution sources,and create a clean and positive inner-Party political ecology.
