个人极端暴力犯罪是一种严重危害公共安全的犯罪,具有行为主体单一、犯罪对象不特定、犯罪手段极端暴力、社会危害严重等明显特征。近年来,个人极端暴力犯罪呈现出不断增长的趋势。究其原因,既包括社会因素也有个人因素。遏制此类犯罪,必须坚持预防为主的原则,学习借鉴、创新发展“枫桥经验”,打造一支政治素养过硬的干部队伍,明确排查化解矛盾的责任,健全心理疏导服务体系,健全矛盾排查和化解机制,多管齐下,综合治理。

Personal extreme violent crime is a crime that seriously endangers public safety.It has obvious characteristics such as single subject,unspecified criminal object,extreme violence by criminal means,and serious social harm.In recent years,personal extreme violent crimes have shown a growing trend.The reasons include both social factors and personal factors.To curb such crimes,we must adhere to the principle of prevention first,learn from and innovate and develop the“Fengqiao Experience”,build a team of cadres with strong political literacy,clarify the responsibility for investigating and resolving contradictions,improve the psychological counseling service system,and improve the investigation of contradictions and resolution mechanism,to achieve multi-pronged and comprehensive management.
