大数据驱动的居家和社区养老服务改革路径探索

Exploration of the Reform Path of Home-based and Community-centered Elderly Care Service Based on the Big Data Application Conditions

老龄化是当今社会不可逆转的世界性趋势。中国的老龄化进程正在加快,传统养老服务方式正因独生子女家庭增多、家庭小型化、市场经济的发展和人们生活方式的巨变而面临新的挑战。随着互联网、大数据以及人工智能的快速发展,建立以社区为中心的大数据驱动的居家和社区养老服务体系已势在必行。文章在分析国内外传统居家和社区服务模式的基础上,探索了以大数据为支撑的居家和社区养老服务的实现条件、改革工作的基本思路及主要目标,在此基础上详细提出了大数据驱动的居家和社区养老服务改革的重点领域及主要措施,从而形成了比较完备的改革路径和推动方案。

The aging is an irreversible worldwide trend in today’s society.China’s aging process is accelerating,and the traditional way of pension services is facing new challenges due to the increase of one-child family,family miniaturization,the development of market economy and great changes of people’s lifestyle.With the rapid development of Internet,big data and artificial intelligence,it is imperative to establish a community-based home and community care service system driven by big data.Based on the analysis of the traditional home and community service mode at home and abroad,the paper explores the path of home and community elderly care services supported by big data,the basic ideas and focus areas of the reform pilot.On this basis,the key areas and main measures of home and community pension service reform driven by big data are given in detail,so as to forming a relatively complete reform path and promotion scheme.
