局限、架构与实施:综合治理适用于体育公共服务供给的逻辑阐释

Logic exploration of comprehensive governance to sports public service supply governance

我国提出的治理体系和治理能力现代化遵循的是国家治理这一前提,在此基础上运用“综合治理”这一具有中国实践特色的理论成果,探寻解决中国体育公共服务供给困境的“治理术”。运用文献研究、逻辑分析等方法,阐明体育公共服务综合治理的内涵,提出“一个宗旨,两维目标,三极支撑,四维互动”有机融合的体育公共服务供给的综合治理分析框架;揭示了体育公共服务综合治理主体的多元性与层次性,以及“合作-平衡”的治理结构,混合交叉方式的治理路径,组织化调控的治理工具,整合性的治理方式,能高度协调和统一破解体育公共服务供给不均衡、不充分的现实问题。

The modernization of governance system and governance capacity proposed by China follows the premise of national governance,and on this basis,the"comprehensive governance",which is a theoretical achievement with Chinese practical characteristics,is used to explore the"governance technique"to solve the dilemma of China’s sports public service supply.By means of literature research and logical analysis,this paper clarifies the connotation of comprehensive governance of sports public service,and puts forward a comprehensive governance and analysis framework of the organic integration of"one purpose,two dimensional goals,three pole support and four dimensional interaction".Also,it reveals the diversity of sports public service comprehensive governance body and hierarchy,the"cooperation-balance"governance structure,the hybrid governance path,the cross way of organizational control governance tools,and integrated governance,which can efficiently solve the imbalance and inadequate problems in sports public services supply.
