河北省高校“双一流”建设与战略性新兴产业融合发展的优化策略研究

Research on the Optimization Strategy of the“Double First-class”Construction of Universities in Hebei and the Integrated Development of Strategic Emerging Industries

战略性新兴产业的转型升级需要发挥高校“双一流”建设的服务、支撑作用。当前,河北省“双一流”高校和学科建设已经取得一定进展,与河北省战略性新兴产业的互动合作也取得了诸多成果,在人才培养、科技创新、科研成果转化等多方面为河北省战略性新兴产业提供了较大支撑,二者融合发展格局初步显现。与此同时,还存在着产学研协同的深度不够、政府职能发挥不充分、人才链与产业链对接不够精准紧密等问题。对此,各相关主体都应采取对策和行动,深化二者融合的广度和深度,如政府加强顶层设计,通过服务和管理搭建校企合作桥梁;高校发挥三大基本职能提供高端智力支撑;产业界借助对人才和技术需求的反馈增强与高校的互动。

The transformation and upgrading of strategic emerging industries need to play the role of service and support for the“Double First-class”construction of colleges and universities.At present,Hebei Province has made certain progress in the construction of“Double First-class”universities and disciplines.Interactive cooperation with Hebei Province’s strategic emerging industries has also achieved many results.It is a strategy for Hebei Province in terms of talent training,technological innovation,and transformation of scientific research results.The integrated development pattern of the two has initially emerged.At the same time,there are also problems such as insufficient depth of industry-university-research collaboration,insufficient government functions,and insufficient precision and close connection between the talent chain and the industrial chain.Therefore,all relevant entities should take actions to deepen the breadth and depth of the integration of the two.For example,the government strengthens toplevel design and builds bridges for schoolenterprise cooperation through services and management;universities perform three basic functions to provide high-end intellectual support;the industry uses feedback on talent and technology needs to enhance interaction with universities.
