摘要
江苏经济发展正由粗放型向集约型转变,环境和资源的约束压力不断增加。本文构建随机前沿模型,统计江苏13市2006-2016年工业生产的样本,综合分析江苏省13个城市的绿色效率,实证研究工业污染物排放量减少对工业生产效率影响。结果表明:在工业污染物排放降低的背景下,苏南生产效率最高,苏中和苏北追赶势头明显。江苏执行严格的环境管理条例促使了一大批低效、高能耗的企业关闭,一定程度上影响了整个工业生产效率,但是促进了企业提高生产技术,向高端化、绿色化发展方向转型升级。
The economic development of Jiangsu is changing from extensive economy to intensive one,and the constraint and pressure of the environment and resources are increasing constantly.In this paper,a stochastic frontier model is constructed to collect samples of industrial production from 13 cities in Jiangsu province from 2006 to 2016,comprehensively analyze the green efficiency of 13 cities in Jiangsu Province,and empirically study the impact of reducing the emission of industrial pollutants on industrial production efficiency.The results show that in the context of reducing the emission of industrial pollutants,the production efficiency of southern Jiangsu is the highest while the momentum of catching-up between central Jiangsu and northern Jiangsu is obvious.The strict implementation of environmental management regulations in Jiangsu has led to the closures of a large number of inefficient and high-energy-consuming enterprises,which has affected the entire industrial production efficiency to a certain extent,but has promoted enterprises to improve productive technology,thus transform and upgrade to high-end,green growth.
