南水北调丹江口水库移民发展状况评价

Evaluation on the Development Status of the Danjiangkou Reservoir Resettlement of the South-to-North Water Diversion Project

后丹江时代移民工作重心从搬迁安置转向安稳致富,妥善解决移民后续问题刻不容缓。基于英国国际发展署的可持续生计分析框架,运用专家打分法和网络分析法,构建移民可持续生计评价指标体系,针对南水北调丹江口水库移民生计资本现状开展实证研究。结果表明:南水北调丹江口水库移民可持续生计综合评分为0.727,评价结果为良,其中金融资本贡献度最大,其次是社会资本、人力资本和物质资本,自然资本贡献度最小;不同安置区域移民生计资本差异较大,外迁安置移民生计资本高于库区安置移民生计资本;不同省域移民生计资本同总体样本基本保持一致,省际略有差异。

In the post Danjiangkou era,the focus of resettlement work has shifted from relocation to stability and prosperity,and it is imperative to properly resolve the follow-up problems of resettlement.Based on the sustainable livelihood analysis framework of the United Kingdom Agency for International Development,the expert scoring method and network analysis method are used to construct a sustainable livelihood evaluation index system for migrants,and to carry out empirical research on the status of livelihood capital of migrants from the Danjiangkou Reservoir of the South-to-North Water Diversion Project.The results are as follows.Firstly,the comprehensive score of sustainable livelihood of the migrants from the Danjiangkou Reservoir of the South-to-North Water Diversion Project is 0.727,and the evaluation result is good.Among them,the contribution of financial capital is the largest,followed by social capital,human capital and physical capital,and the contribution of natural capital is the smallest.Secondly,the livelihood capital of migrants in different resettlement areas is quite different,and the livelihood capital of resettlement migrants outside the reservoir area is higher than that of the migrants resettled in the reservoir area.Thirdly,the livelihood capital of migrants in different provinces is basically the same as the overall sample of migrants,with slight differences between provinces.
