摘要
文章以西部地区某高新区科技人才政策作为研究对象,尝试从政策工具视角出发,通过总结政策工具理论、人力资本理论和激励理论作为理论基础,对该市发布的人才政策文本进行分析,使用供给型政策工具、环境型政策工具、需求型政策工具,从三个层面探索人才政策中人才资金投入、公共服务、策略性措施、政府采购等因素对高新区科技人才引进的影响,并将人才政策文本的分析结果与该市高新区科技人才现状相结合,探索存在的问题并寻找其成因,提出对应的优化建议。
Taking the policy of science and technology talents in a high-tech zone in the western region as the research object,this paper attempts to analyze the talent policy text published by the city from the perspective of policy tools,by summarizing the theory of policy tools,human capital theory and incentive theory as the theoretical basis.This paper explores the influence of talent capital investment,public service,strategic measures,government procurement and other factors on the introducing of science and technology talents in high-tech zone from three levels,and combines the analysis results of the talent policy text with the current situation of scientific and technological talents in a high-tech zone of the city,explores the existing problem and finds out their causes,as well as put forward corresponding optimization suggestions.
