摘要
“冰上丝绸之路”作为我国“一带一路”建设海上合作的三条蓝色经济通道之一,其建设发展对我国具有重要的战略意义和现实意义。但“冰上丝绸之路”(俄罗斯称“北方海航道”)提出至今,由于面临的困难和挑战,国内相关区域板块对“冰上丝绸之路”建设积极性并不高。其困难和挑战,既有来自北冰洋恶劣自然气候影响和沿岸基础设施不完善的困难,又有围绕北极地区进行地缘博弈所形成的复杂局势的挑战,还有中俄共建“冰上丝绸之路”存在认识差异的影响。作为处于地缘前沿的我国图们江区域,融入“冰上丝绸之路”既是机遇,又要认识到这一过程的艰难性,在实践中要积极“化远景蓝图为‘小目标’”,增强可操作性,依托现有的“大图们倡议”机制,在中俄毗邻陆海区域现有合作基础上,大力推进“冰上丝绸之路”东北亚起点区——图们江区域中俄项目合作建设,同步强化环日本海经济圈建设,与朝、韩、日共同打造“冰上丝绸之路”蓝色经济通道。
As one of the three blue economic channels of maritime cooperation under"The Belt and Road",the construction of"Ice Silk Road"has great strategic and practical significance.However,due to the difficulties and challenges,the relevant region did not take a positive attitude on the construction of the"Ice Silk Road".These include the impact of harsh climate in the Arctic Ocean,difficulties of imperfect coastal infrastructure,challenges of complex situation formed by geopolitical games in the Arctic region,and the impact of understanding differences in the joint establishment of the"Ice Silk Road".It is not only an opportunity,but also the difficulty to integrate the"Ice Silk Road"for Tumen River Region.We should rely on the existing"Great Tumen Initiative"mechanism,on the basis of the existing cooperation between China and Russia adjacent to the sea region,achieve small goals step by step in practice,vigorously promote the starting point of the"Ice Silk Road"in northeast Asia-China-Russia project cooperation construction in the Tumen River region,synchronously strengthen economic construction around the sea of Japan,and jointly build"Ice Silk Road"blue economic channel with Korea,South Korea and Japan.
