摘要
由于美国挑起与中国的战略竞争,使某些国家特别是东亚和中国周边一些国家大大缩小了在中美之间灵活选择的战略空间,在客观上影响了一些国家参与“一带一路”的主动性和积极性。在这种背景下,如果以城市为主体参与共建“一带一路”,既可以避免或减少来自美国的干扰,又可以使“一带一路”建设更具灵活性,也更充满活力。韩国釜山市、仁川市与平泽市在参与“一带一路”建设中具有典型性和代表性,对推动中韩经济合作发挥了独特的作用,成为“一带一路”建设中区域合作新的增长点,具有重要的地缘经济和地缘战略价值。
The United States has provoked strategic competition with China,which has greatly reduced the strategic space for some countries,especially those in East Asia and around China.This will objectively affect the enthusiasm of some countries to participate in"The Belt and Road".In this context,the main participation of cities in building"The Belt and Road"can both avoid or reduce the interference from the United States,but also be more flexible,feasible and dynamic.Busan,Incheon,and Pyeongtaek of South Korea are typical and representative,which play a unique role in promoting China-ROK economic cooperation,and have important geo-economic and geo-strategic value for becoming a new growth point of regional cooperation in the construction of"The Belt and Road".
