Changes and Prospects of Ecological Environmental Protection Supervision

生态环境保护督察是一项重大的改革举措,是加强生态环境保护、推进生态文明建设的重大制度安排和重要抓手,坚持以问题为导向,不仅突出了环保督察的政治站位、压实了各方责任、强化了震慑威力,而且突出了环保督察具有边督边改、取信于民等基本特征。自2015年底试点启动以来,生态环境保护督察就是一个从无到有,不断摸索不断完善的变化过程,影响之广,效果显著。文章梳理两轮环保督察的变化,回顾环保督察不变的初心和使命,展望环保督察纵深的发展和引领。

Ecological environment protection and supervision is a major reform measures,promoting the construction of ecological civilization is to strengthen the ecological environment protection,the important system arrangement and main fulcrum,adhere to the problem oriented,not only highlights the environmental inspector’s political stance,compaction,the responsibility,to strengthen the deterrent force,and highlights the environmental protection supervision has overseers and change,the basic characteristics such as the public.Since the pilot was launched at the end of 2015,the ecological and environmental protection supervision has been a process of constant exploration and improvement from scratch,with a wide range of impacts and significant effects.This paper reviews the changes of the two rounds of environmental supervision,reviews the original intention and mission of environmental supervision,and looks forward to the development and guidance of environmental supervision in depth.
