企业标准自我声明公开制实践分析

文章分析了企业标准由"备案制"到"自我声明公开制"的演变,探讨了"自我声明公开制"是保证确定性、促进先进性的制度保障。"自我声明公开制"调整的主要对象应是企业自行制定的贸易型的企业产品标准,这类标准应该在标准信息公共服务平台上全文公开,政府应当按照可能存在的问题对其实施分类监管,包括审慎监管、政策上向企业标准倾斜,促进企业标准化工作,使之成为"自我声明公开制"的活力源泉。

The article analyzes the evolution of the enterprise standard from“filing system”to“self declaration publicity system”,and probes into the“self declaration publicity system”,which is the institutional guarantee for ensuring certainty and promoting the advanced nature.It is clear that the main object of the adjustment of the“self declaration disclosure system”should be the trade-oriented enterprise product standards formulated by enterprises themselves.Such standards should be made public in full on the standard information public service platform.The government should implement classified supervision according to the possible problems,including prudential supervision,policy preference to enterprise standards,and promoting enterprise standardization;make it the source of vitality of the“self declaration disclosure system”.
