Analysis on the Current Situation of Day-rehabilitation Care Institutions for Mental Patients

目的了解黄浦区10所精神病人日间康复照料机构的人力资源、硬件设施等各类现状,对黄浦区精神病人日间康复机构进行全面的现况调查,分析存在问题,提出有益的建议。方法以黄浦区10家精神病人日间康复机构("阳光心园")、工作人员、学员及学员监护人为调查对象,采用自行设计的调查表进行调查及分析。结果目前黄浦区精神病人日间康复照料机构在基本、标准、示范三种类别中,建筑面积、学员人数、工作人员数与文件要求存在较大差异,最大差距分别为55%、80%、62.5%,工作人员队伍结构失衡,大专及以上学历仅29.17%,专业人员紧缺,医学背景人员仅占12.5%,综合服务能力欠缺、康复服务模式较为单一。结论为提升社区精神卫生发展,应加大政府投入、调整工作人员结构、强化服务队伍建设、提高综合能力水平、提升康复服务理念。

Objective By exploring the current situation of human resources and hardware facilities in 10 day-rehabilitation care institutions for mental patients in Huangpu District, the paper aims to conduct a comprehensive survey on the current situation of day-rehabilitation care institutions for mental patients in Huangpu District, analyze existing problems, and put forward effective suggestions. Methods Taking 10 mental patients’ day-rehabilitation care institutions("Sunshine Heart Garden") in Huangpu District, as well as their staff, students and guardians as the subjects of the investigation, the paper adopted self-designed questionnaires for investigation and analysis. Results Remarkable differences were found in building areas, numbers of trainees, numbers of staff, and document requirements among the three types of basic, standard, and demonstrative day-rehabilitation care institutions for mental patients in Huangpu District. The largest gaps were 55%, 80%, and 62.5% respectively. There existed many problems, such as unbalanced staff structure(with only 29.17% holding a college degree or above), a shortage of professionals(with only 12.5% of medical background personnel), lack of comprehensive service capabilities, and a relatively simple rehabilitation service model. Conclusion In order to improve the quality of community mental health service, government investment should be increased, staff structure should be adjusted, the construction of service teams should be strengthened, the comprehensive capabilities should be improved, and the concept of rehabilitation services should be enhanced.
