《生物安全法》实施背景下海关加强国门生物安全监管的思考

Thinking of Customs’ Strengthening of National Biosafety Supervision under the Background of the Implementation of “Biosafety Law”

《中华人民共和国生物安全法》(以下简称《生物安全法》)的制定在我国法律体系建设中具有"牵一发而动全身"的作用。《生物安全法》赋予了海关相应的职责职能,对海关如何做好国门生物安全提出了要求。本文对《生物安全法》的实施背景、海关职责进行了阐述,就如何加强国门生物安全从做好内部培训、加大查验力度、加强部门合作、积极开展宣传等方面提出了建议。

The formulation of the "Biosafety Law of the People’s Republic of China"(hereinafter referred to as the "Biosafety Law") has the effect of "involving the whole body" in the construction of our country’s legal system. The "Biosafety Law" gives the customs corresponding duties and functions,and puts forward requirements on how the customs can do a good job in national biosecurity. This article explains the implementation background of the "Biosafety Law" and customs duties,and puts forward suggestions on how to strengthen national biosafety in terms of internal training,intensifying inspections,strengthening departmental cooperation,and active publicity.
