The Nineteenth National Congress of the Communist Party of China proposed to speed up the construction of first-class universities and first-class disciplines,and realize the connotative development of higher education.Proceeding from the essence of education,the organic unity and interaction of policy,international development and"Double First-Class"have formed the generation logic of the connotative development of higher education.Under the human-oriented,quality-oriented and system-oriented values,to grasp the scientific connotation of the connotative development of higher education,this paper outlines a beautiful vision of realizing the connotative development of higher education with talent training as the premise,quality improvement as the core,advantages and characteristics as positioning,structural optimization as support,and system reform as a breakthrough.
