中国粮食价格支持政策调整与改革对策研究--基于农业供给侧结构性改革背景

Research on the adjustment and reform counter-measures of China’s grain price support policy--Based on the background of the supply-side structural reform of agriculture

粮食价格支持政策是中国保障农户权益、实现粮食安全、推进乡村振兴的重要措施。在新时代背景下,农业供给侧结构性改革正在积极展开,继续实施过去的粮食价格支持政策将难以适应发展的需要,针对这种情况推进中国粮食价格支持政策调整与改革势在必行。通过分析当前农业供给侧结构性改革背景下,中国粮食价格支持政策在调整与改革过程中面临的机遇与挑战,进而从粮食安全、价格支持政策、调整机制三大方面,提出中国粮食价格支持政策调整与改革的发展思路及发展路径。

Grain price support policy is an important measure for China to protect the rights and interests of farmers,achieve food security and promote rural revitalization.In the context of the new era,the supply-side structural reform of agriculture is being actively carried out,and the continued implementation of the past grain price support policy will be difficult to meet the needs of development.In view of this,it is imperative to pro-mote the adjustment and reform of China’s grain price support policy.This paper analyzed the opportunities and challenges China’s grain price support policy faced in the process of adjustment and reform in the context of current supply-side structural reform of agriculture,and proposed the development ideas and path of China’s grain price support from three aspects:food security,price support policy,and adjustment mechanism.
