Research on the Development of EPC in Housing Construction and Municipal Facilities Projects

目前,在工程总承包项目的开展过程中,仍然按原有的施工总承包模式进行,还没有针对性的配套政策和监管制度,业主方也没有接受过运管工程总承包项目的培训,在管控工程总承包项目方面存在许多盲区。因此,还需要不断探索既适合国情,又和国际接轨的工程总承包的监管、运管模式。论文对工程总承包项目发包阶段,相关文件和政策的不同要求进行了分析,剖析了工程总承包项目开展过程中的一些矛盾点,对于实施阶段业主的管控方法,提出了一些建议。

At present,in the process of carrying out EPC,the original construction general contracting mode is still carried out,and there is no targeted supporting policy and supervision system at present.The owner has not received the education on how to manage EPC projects,and there are many blind spots on howto control EPC projects.For the establishment of the national conditions,but also in line with the international project general contracting supervision,management mode still needs to continue to explore.This paper analyzes the different requirements of related documents and policies in EPC project contracting stage,analyzes some contradictions in the process of EPC project development,and puts forward some suggestions for the management and control methods of owners in the implementation stage.
