"中国方案"作为总结中国经济社会建设的经验形态与中国为全球治理贡献的建设性主张,内涵呈现出多维度面向,国际媒体对其也有不同的情感认知。随着中非交往的深入,蕴涵着发展中国家走向现代化经验和方法论的"中国方案"对长期以来非洲国家具有重要的价值启示,特别是在经济发展与外交领域。对非传播"中国方案"是中非传统历史友谊的自然延续和传承,也是新时期中非现实发展的必然选择。"中国方案"对非传播,一方面要从非洲的立场和视角出发,精选对非传播的内容,包括传播发展思路的多样性、传播一切从国情出发的理念、传播经济发展的重要性、传播独立自主的外交政策。另一方面要坚持传播中的双向性与互动性,创新对非传播的策略,包括拓宽传播渠道、打造对非传播的融合媒介平台;高度重视网络媒体,构建中非网络空间命运共同体;注重说服技巧,重构对非传播的强势框架,等。

As a constructive proposition summarizing the experience of China’s economic and social construction and China’s contribution to global governance, the "China scheme" presents a multi-dimensional orientation in its connotation, and the international media also have different emotional cognition of it. With the deepening of China Africa exchanges, the "China Scheme", which contains the experience and methodology of developing countries towards modernization, has important value enlightenment for African countries that have been poor and weak for a long time, especially in the field of economic development and diplomacy. Spreading the "China scheme" to Africa is not only the natural continuation and inheritance of China Africa traditional historical friendship, but also the inevitable choice for the practical development of China and Africa in the new era. On the one hand, from the standpoint and perspective of Africa, the content of the "China scheme" communicated to Africa should be selected carefully, including the diversity of communication development ideas, the concept of all starting from national conditions, the importance of communication economic development and the independent foreign policy. On the other hand, we should adhere to the bidirectional and interactive nature of communication, and innovate the communication strategies to Africa, including broadening communication channels and building an integrated media platform for non-media communication;attach great importance to online media and build a community of common destiny in cyberspace between China and Africa;pay attention to persuasion skills and reconstruct the strong framework of communication to Africa.
