Practice and Thinking on Management of Science and Technology Innovation Program of Chinese Academy of Agricultural Sciences

机制创新是农业科技创新和现代科研院所建设的核心与根本.文章以中国农业科学院科技创新工程为例,介绍了农业科技机制创新的实践探索与成效,在此基础上,提出要树立以"四个面向"为导向的科技创新观、建立长期稳定支持机制、建立以科技成果价值和贡献为导向的评价机制、建立合理的薪酬奖励机制等政策建议.

Innovation of mechanism is core and basis of agricultural scientific innovation and construction of modern academy and institute.Taking Science and Technology Innovation Program of Chinese Academy of Agricultural Sciences as a case, the practical exploration and results of the reform of the system and mechanism of agricultural science and technology innovation were introduced in the paper. On this basis, some policy suggestions were put forward, such as establishing the concept of science and technology innovation focus on frontier technology in international agricultural science, major demand for the country′s development, construction of modern agriculture, and people′s life and health, constructing long and stable support mechanism, setting up evaluation mechanism oriented to value and contribution of scientific achievements, setting up proper salary and incentive mechanism.
