托育机构的发展现状调查及对策研究——以常州市武进区为例

Investigation on the Present Situation of Nursery Institution and its Countermeasures——Taking Wujin District, Changzhou City for example

对2019-2020年常州市武进区的托育机构的数量、类型、性质等方面的发展情况进行调查,发现2年间该区托育机构逐渐规范化,普惠性也有所发展,政府缺位、市场失灵的情况有所改善。深入调研摸查、加强政策供给、保证师资培养等策略促进了托育机构的发展。但托育服务仍存在公益性不足、制度不完善、师资队伍不稳定、忽视教育性的问题,建议通过加大经济投入、健全制度、加强师资队伍建设、明确教育部门的职责等方式促进该地区托育服务的科学发展。

by investigating the development of the number, type and nature of Nursery institution in Wujin District of Changzhou City from 2019 to 2020, this paper finds that the Nursery institution in this area has been gradually standardized, the Inclusive has developed, and the absence of the government and the failure of the market have also been improved. Through in-depth investigation, it is found that the strengthening of policy supply and the guarantee of teacher training have promoted the development of Nursery institution. However, there are still some problems in Nursery institution, such as insufficient public welfare, imperfect system, unstable teaching staff, neglect of education and so on. This paper will suggest that the increase of economic investment, the improvement of the system, the strengthening of the construction of teaching staff, the clarity of the responsibilities of the education department and other ways to promote the scientific development of Nursery institution in this area.
