负责任的科研管理及绩效评价体系的探讨与实践

Discussion and Practice of Responsible Scientific Research Management and Evaluation System

针对常规科研管理中科研项目、科研成果、科研人员、科研平台存在的问题,对科研管理模式与绩效评价体系的关系进行反思,提出建立负责任的科研管理及绩效评价体系需要明确的关键问题。通过优化科研项目/成果、科研人员、科研平台的评价指标,提出以信任为基础、以约束为保障的动态科研管理模式,建立以实绩为导向、以贡献为标准的科研绩效评价体系。结合贵阳学院实际,利用学校科研专项资金进行负责任的科研管理及评价体系的改革试点,历时5年的改革实践和动态调整。结果表明,围绕高校的目标定位,创新科研管理模式、优化科研绩效评价是激发科研活力和提升科研水平的有效手段。

In view of the problems existing in scientific research projects,scientific research achievements,scientific research personnel and scientific research platform of conventional scientific research management,the relationship between management mode and performance evaluation in the course of scientific research management is rethought,and the key problems that need to be clear in establishing responsible scientific research management and evaluation system are put forward.By reconstructing the evaluation index of scientific research project and achievement,scientific research personnel and scientific research platform,the dynamic scientific research management mode is put forward based on trust as the guarantee,and establishes the evaluation and incentive mechanism of scientific research performance based on performance-oriented and contribution-based.Based on the reality of Guiyang University,the reform of responsible scientific research management and evaluation system is carried out by using the special fund of scientific research which lasted for 5 years of reform practice in Guiyang University.The results show that innovation of scientific research management mode and optimization of scientific research performance evaluation are effective means to stimulate scientific research vitality and improve scientific research level.
