高校间国际学术关系的理论诠释与价值澄清--一个系统论的分析框架

Theoretical Explanation and Value Clarification of International Academic Relations Among Universities--A Systematic Analysis Framework

构建高校间国际学术关系是对高等教育国际交流合作理念与实践的再构,是中国高校持续深化国际交流合作机制的重要路径。这在“双一流”高校建设背景下尤其具有现实意义。如何构建这样一种国际交流合作的新范式,将成为中国高校共同面临的发展议程。从国家层面来讲,应从优化政策牵引与调控入手,筑牢政策与发展的基础;从高校层面来看,应在深入理解高校国际交流合作文化的基础上,在充分认识构建高校间国际学术关系所面临的内部与外部挑战的前提下,以深刻把握我国对外交往关系的最新动向、坚持汉语的国际推广、加强前沿和传统学科发展的科学布局、塑造学术共同体意识等五个方面为关键抓手,筑牢理念与行动基础。

The construction of international academic relations between universities is a reconstruction of the concept and practice of international exchanges and cooperation in higher education,and is an important path for Chinese universities to continue to deepen the mechanism of international exchanges and coopera-tion.This is of particular practical significance in the context of"Double First-class"construction.How to build such a new paradigm of international exchanges and cooperation will be the development agenda that Chi-nese universities face.From the national level,we should start with optimizing policy traction and regulation,and strive to build a solid foundation for policy and development.For Chinese universities,they should under-stand the culture of international exchange and cooperation,and recognize the internal and external challenges facing the establishment of international academic relations between universities.Besides,they should grasp the latest trends of China's diplomatic relations,adhere to the international promotion of Chinese language,strengthen the scientific layout of frontier and traditional discipline development,and shape the awareness of academic community.All of these build a solid foundation of ideas and actions.
