Balancing Development and Security:An Analysis of the Preventive Economic View of Political Economy of Socialism with Chinese Characteristics

习近平同志把统筹发展和安全的理论列为中国特色社会主义政治经济学的重要内容,是对建党百年历史经验的科学总结,也是对社会主义发展、改革实践经验的又一次升华。机遇与风险并存是辩证法则,发展和安全统筹是中国特色社会主义的高度"自觉",是新时代大变局的要律,可称之为"备防经济观"。要从五大领域梳理分析多层次多样性的风险,并要抓住危害最大的风险,研究以往未知和被人忽视的风险。根据习近平新时代中国特色社会主义思想紧密结合实践,探究备防经济的基本框架,作为指导各项安全的科学理论和重要方略,并构成中国特色社会主义政治经济学的新篇章。

President Xi Jinping included balancing development and security as a crucial part in systematic theory of socialist political economy with Chinese characteristics.It is not only a scientific review over the Founding of the CPC over the past 100 years, but also an improvement in the development and practice of socialism.The coexistence of opportunity and risk coordinates with dialectic laws. In similar sense, the overall plan for national development and security reflects the sophistication of socialism with Chinese characteristics as well as response to great changes in new era, also can be called Preventive Economic view.It is necessary to sort out and analyze diverse risks in five major areas, decide the greatest harm as well as study those risks and unknowns that were ignored by others. In accordance to Xi Jinping’s Thought on Socialism with Chinese Characteristics for a New Era, we should closely integrate practice with theory, explore the basic framework of China’s preventive economy, build a scientific theory and important strategy for guiding all kinds of security issues, and open a new chapter in the history of political economy of socialism with Chinese characteristics.
