既有线施工及维修作业现场防护的适用性分析

摘要 随着我国普速、高速铁路安全管理以及技防设备水平不断提升,施工及维修作业现场防护的一些做法已不适应当前铁路安全生产需要。通过梳理既有线施工及维修作业现场防护体系分类和构成,分析防护标志对规章制度及现场运用的适应性,进一步探索优化既有线施工及维修作业防护原则。在确保安全的前提下,从管理层面和技术层面提出特定场景下取消部分防护标志的风险控制方案建议,对减少既有线施工及维修事故、降低作业人员劳动强度具有重要指导意义。 With the continuous improvement of safety management and technical prevention equipment level of exist⁃ing and high-speed railway in China,methods of construction and maintenance site protection cannot fully meet the needs of current railway safety production.By combing the classification and composition of the protection system for construction and maintenance of existing railways,the adaptability of the protection signs to the current regulations and on-site application is analyzed,and the principle of optimizing protection signs for construction and maintenance of existing railway is further explored,on the premise of ensuring safety,based on the management and technical lev⁃el,this paper raises the risk control scheme of canceling some protection signs in specific scenarios,which has impor⁃tant significance for reducing the construction and maintenance accidents of existing railways and reducing the labor intensity of operators.
