生物安全风险防控法治现状研究

Analysis and Research on the Present Situation of the Rule of Law for Biosafety Risk Prevention and Control

当前,我国高度关注生物安全问题并取得了初步胜利,生物安全风险防控工作逐步常态化。因此,基于《中华人民共和国生物安全法》原则下的制度构建对于筑牢生物安全法治体系,进一步提高我国生物安全治理能力和治理水平具有重要意义。本文以生物安全风险防控为切入口,分析了新形势下生物安全防控存在的难点与困境,并从法理视角提出了进一步完善生物安全法治体系的具体思路。

At present,China has paid great attention to bio-safety issues and achieved preliminary success,bio-safety risk prevention and control work has gradually normalized.Therefore,the establishment of a system based on the principles of the“Bio-safety Law of the People's Republic of China”is of great significance for building a solid bio-safety legal system and further improving bio-safety governance capacity and governance levels of China.This article takes the bio-safety risk prevention and control as the starting point,analyzes the difficulties and dilemmas of bio-safety prevention and control under the new situation,and proposes specific ideas for further perfecting the system from the legal perspective.
