摘要 全民守法是新时代中国特色社会主义法治建设的重要内容。外在强制模式可以推进公民守法,但该模式维持成本高昂且收效甚微,甚至会出现负面作用。促使人们形成内在支持性态度与价值观,可以降低社会成本,同时促进人们更加自愿、积极、主动守法,故应当实现守法转向内在模式。通过内化规范性、培育支持性态度与价值观以及外在隐规范语境与显性规范的完善,实现个人价值观与法律价值的规范一致性,形成个人与法律之间的内容联结,促使人们积极守法。同时,需要注意规范认知培育的阶段化特征,从早期阶段就开始对儿童进行规范认知教育,实现守法活动与认识的内外结合。 Law-abiding by the whole people is an important part of the construction of socialist rule of law with Chinese characteristics in the New Era. Through the external compulsory mode, we can promote the citizen’s legal-related education and the citizen’s abiding by the law. but it is expensive to maintain and has little effect, and even has negative effects. This paper analyses the short board of the external compulsory mode and its causes and promotes the study of legal-related education to turn to the internal mode. By internalizing normative, fostering supportive attitudes and values, and perfecting the context of implicit normative and explicit norms, we can achieve the normative alignment between personal values and legal values, form the content link between individuals and laws, and urge people to actively abide by the law. At the same time, we need to pay attention to the stage characteristics of normative cognitive cultivation, start from the early stage to carry out normative cognitive education for children, and realize the combination of law-abiding activities and knowledge inside and outside.
