全域一张蓝图导向的城乡蓝绿空间营建策略--以安徽省界首市为例

Construction Strategy of Urban and Rural Blue-green Space on One Blueprint:A Case Study of Jieshou in Anhui Province

在国土空间规划体系重构、全域全要素国土空间用途管制的背景下,许多地方政府将如何营建蓝绿空间提上了工作议程。文章以安徽省界首市为例,结合国土空间规划的最新要求及开展全域蓝绿空间规划设计过程中遇到的实际问题,尝试从全域一张蓝图的视角,围绕指标体系构建传导、科学模拟生态廊道、蓝绿空间自身体系营建、蓝绿空间统筹营建、多要素统筹一张蓝图等方面探索具有实用性的城乡蓝绿空间营建路径,实现城乡生态安全和系统完整、提升城乡功能和魅力特色、保障城乡绿色高质量融合发展,以期为国内其他地区探索与蓝绿空间相关的研究工作、梳理蓝绿空间规划与国土空间规划一张蓝图的关系提供思路上的借鉴。

Under the background of land-space planning system restructuring and whole area,all elements control of land-space use,blue-green space construction has become an important agenda for many local governments.Taking Jieshou city of Anhui province as an example,combined with the latest requirements of land-space planning and the practical problems encountered in the planning and design of whole area blue-green space,this paper studies the construction of pragmatic blue-green space from the aspects of index system establishment and transmission,the scientific simulation of ecological corridor,self-system and overall system construction,and all elements integration in one blueprint.It hopes to realize the ecological security and system integrity of urban and rural areas,improve the urban and rural functions and characteristics,and ensure the high-quality development of urban and rural green space.
