西咸城乡融合发展试验区融合发展路径与策略

Development Path and Strategy of Xi’an-Xianyang Urban-rural Integration Pilot Area

文章以西咸城乡融合发展试验区为例,分析了西安都市圈的圈层结构特征和存在问题,提出通过“三链耦合”的农业全产业链协同发展,构建城乡产业发展命运共同体,扩大城乡产业融合发展平台;优化空间格局,引导产业协同资源要素在城、镇、村的合理配置,发挥空间的最大利用效能;完善协同治理机制,激活城乡融合的内生动力,形成“城乡互促、功能互补”的双向流动格局,以期为其他城乡融合发展试验区的规划提供有益参考。

Taking Xi'an-Xianyang Urban-rural Integration Development Pilot Area as an example,based on the structural characteristics and existing problems of Xi'an metropolitan area,this paper puts forward a"three-chain coupling"collaborative development strategy of the whole agricultural industry chain,builds a community of shared destiny for urban-rural industrial development,and expands the urban-rural industrial integration development platform.It puts forwards strategies of spatial pattern optimization,rational allocation of industrial collaborative resource elements in towns and villages,and maximization of the efficiency of space utilization.It further proposes improving the collaborative governance mechanism,activating the internal driving force of urban-rural integration,and forming a"two-way flow"pattern of"urban-rural mutual promotion and functional complementarity".It is expected to provide a reference for the planning of urban-rural integration pilot areas.
