多视角下我国医养结合的内涵及对策研究

Connotation and countermeasure research on the integrated elderly care and health service from multiple perspectives

目的:探究医养结合的内涵,为医养结合服务体系建设提供参考。方法:运用词频分析法对医养结合定义进行分析,并建立共词矩阵。对共词矩阵中关键词进行聚类分析以探究关键词之间的关系。结果:运用社会政策分析工具从分配基础、分配内容、资金来源、提供策略、理论和价值观等5个方面认识医养结合;医养结合内涵可从公共管理、经济学、医学社会学视角来展开。结论:医养结合指的是各主体在利益一致的基础上服从政府的协调统筹,建立科学合理的筹资支付与管理机制,整合医疗与养老资源,为老年人按需提供大健康服务的一体化体系。要从资金来源和公共管理两方面加以应对。

Objective:To explore the connotation of the integrated elderly care and health service in China,and to provide a reference for the construction of the service system.Methods:Word frequency analysis method was used to analyze the definition of the integrated elderly care and health service in the literature,and the co-word matrix was established.The clustering analysis of keywords in the co-word matrix is carried out to explore the relationship between keywords.Results:Social policy analysis tools can be used to understand the integrated elderly care and health service from the following five aspects:distribution basis,distribution content,funding source,providing strategy,theory and values.The integrated elderly care and health service were defined from the perspectives of public administration,economics,and medical sociology.Conclusion:The integrated elderly care and health service were referred to as an integrated system in which all subjects obey the coordination and overall planning of the government on the basis of consistent interests,with scientific,reasonable financing,payment and management mechanism.Medical and elderly care resources are integrated to provide for the elderly in need.We should deal with it from two aspects:capital source and public management.
