基于Delphi和AHP的县级中医院中医药服务能力评价指标体系构建

Construction of evaluation index system of Chinese medicine service ability of county-level Chinese medicine hospitals based on Delphi and AHP method

现行中医医疗机构评价体系侧重强调其西医属性,而中医与西医在理论体系、诊疗手段、发展规律等方面存在显著差异。构建一套既体现以中医药服务为主的办院模式和服务功能,又符合中医药服务能力特点的评价指标体系,以此引导县级中医院提升中医药服务能力,成为解决县级中医院发展困境的关键。作者基于现有文献研究、政府文件等基础上,初步构建县级中医院中医药服务能力评价指标体系初稿。在此基础上,通过两轮Delphi和AHP的运用,形成县级中医院中医药服务能力评价指标体系以及指标体系权重。具体包括基础设施、中药药品、中医药人力、中医药服务、中医药特色、中医药财务等6个一级指标和27个二级指标。

The current evaluation system of Chinese medical institutions emphasizes its western medicine attributes,while there are significant differences between Chinese medical and Western medicine in terms of theoretical system,diagnosis and treatment methods,and development rules.Construct a set of evaluation index system that not only reflects the hospital running mode and service function based on Chinese medicine services,but also conforms to the characteristics of Chinese medicine service capabilities,so as to guide county-level Chinese medicine hospitals to improve their Chinese medicine service capabilities and become a solution to resolve the situation of county-level Chinese medicine hospitals.Based on the existing literature research,government documents,etc.,the author initially constructed the first draft of the evaluation index system of traditional Chinese medicine service capacity in county-level Chinese medicine hospitals.On this basis,through the use of two rounds of Delphi and AHP,a county-level Chinese medicine hospital’s Chinese medicine service capability evaluation index system and the weight of the index system were formed.Specifically,it includes 6 first-level indicators and 27 second-level indicators,including infrastructure,Chinese medicine,Chinese medicine manpower,Chinese medicine services,Chinese medicine characteristics,and Chinese medicine finance.
