推进“县办中医医疗机构全覆盖”难点与应对策略研究

Research on the difficulties and coping strategies of promoting "full coverage of county-run TCM medical institutions"

目的:分析全国设置县级中医医院的机构与分布情况,以及未设置县级中医医院的相关因素,为实现"县办中医医疗机构全覆盖"提供可行的政策建议。方法:运用文献研究、调研访谈等方法收集资料、分析数据。结果:全国已设置县级中医医院的县域有1616个、覆盖率为85.91%,尚有265个县域未设置县级中医医院。结论:要强化县级党委及政府主体责任,夯实三级中医医院对口帮扶,采取因地制宜、灵活的政策手段,通过新建、改变医疗机构性质、转变隶属关系、基层医疗卫生机构升级等多种途径来推进"县办中医医疗机构全覆盖"建设。

Objective:Analyze the establishment and distribution of county-level Chinese medicine hospitals nationwide,as well as the related factors of not setting up county-level Chinese medicine hospitals,and provide feasible policy recommendations for achieving ‘full coverage of county-run Chinese medicine medical institutions’.Methods:Use literature research,survey interviews and other methods to collect and analyze data.Results:There are 1,616 counties that have established county-level Chinese medicine hospitals,with a coverage rate of 85.91%,and there are still 265 counties that have not set up county-level Chinese medicine hospitals.Conclusion:It is necessary to strengthen the main responsibility of the county-level party committee and government,consolidate the counterpart assistance of the Grade Ⅲ Chinese medicine hospitals,adopt flexible policy measures tailored to local conditions,and adopt multiple channels such as new construction,changing the nature of medical institutions,changing affiliation,and upgrading primary medical and health institutions To promote the construction of ‘full coverage of county-run TCM medical institutions’.
