河南省县级医院儿科建设经费支出结构优化策略分析

Analysis on the optimization strategy of the expenditure structure of pediatrics construction in county-level hospitals in Henan Province

目的:分析河南省县级医院儿科建设经费使用情况,为进一步提高儿科建设经费的管理水平和使用效率提供建议。方法:以河南省为例,通过数据收集表获取县级医院儿科经费支出信息和建设效果指标,对经费的使用情况和支出结构进行描述性统计分析,并对不同支出结构的儿科建设效果进行对比分析。结果:每个儿科建设项目平均支出金额为250.7万,经费的总体执行率为65.92%;儿科的设备支出占比较高,平均达到62.8%,而技术支出占比较低,平均仅有2.9%;支出均衡组在降低平均住院日、提高急危重症抢救成功率、引进本科及以上人数、增加亚专科诊疗病种数、开展县内市内领先新技术项数方面效果更好。结论:县级医院儿科建设应着力提高人才和技术支出,促进儿科建设经费支出的均衡性;严格控制设备支出,提高儿科建设经费支出的有效性;认真核查其他支出,增加儿科建设经费支出的规范性。

Objective:To analyze the utilization of pediatric construction funds in county-level hospitals in Henan Province,and to provide suggestions for further improving the management level and utilization efficiency of pediatric construction funds.Methods:The data collection table was used to obtain the pediatric expenditure information and construction effect indicators.Descriptive statistical analysis was conducted on the use of funds and expenditure structure,and the comparative analysis was made on the effect of different expenditure structures on pediatric construction.Results:The average expenditure of each pediatric construction project is 2.507 million,and the overall implementation rate of funds is 65.92%;the equipment expenditure of Pediatrics accounts for a relatively high proportion,with an average of 62.8%,while the technical expenditure accounts for only 2.9%on average.The expenditure balance group performed better in reducing the average length of stay,improving the success rate of emergency rescue,introducing the number of undergraduates and above,increasing the number of sub-specialty diseases,and carrying out new technologies.Conclusion:Efforts should be made to improve the expenditure on talents and technology,to promote the balance of pediatric construction expenditure,to strictly control equipment expenditure,to improve the effectiveness of pediatric construction expenditure,and to carefully check other expenditures to increase the standardization of pediatric construction funds.
